you know what, aside from the usual ';go ask her out'; things, it is actually more depends on girl personality. like me myself, or i am sure there's alot of girls who felt the same way as i am, i prefer to be around the guy that like me more often, to get to know his personality. this is because relationship based on looks, or just about knowing each other is isn't going to last long.
so i (or some girls) would prefer the bestfriend type of boyfriend rather than the mushy type. the best things to get to a higher level with this kinds of girl is to give indirect signals to her that you like, or feeling very comfortable in the presence of the girl that you like. just spend more time with her (quality time), jokes around, help her etc.
just imagine like if you're using the lines '; do you like me? can i be your boyfriend?'; that would be an awkward situation right? what if she suddenly deny to be ur bf (just a possibility)? also, you can pick the action where you know the girl might have some feelings to you, but since that wasn't included in ur question, so i won't tell :P
so the first thing to do is to realise which traits in her personality stands out most in her. see that if she is an individual or independant, now you know what kinds of action you should take to win her.

Be direct.

Be yourself. Don't act cool or macho etc.
tell her how you feel and then ask her to be ur gf

say, i have liked you for a while and we get along so well and i want to get to know you better. will you be my girlfriend
